Road Usage Permit Application Portal - Events

This application is used to request permission to use or temporarily occupy a portion of the roadway for an organized event. Events may include festivals, parades, races, filming, community gatherings, or other activities that require road use, traffic control, or temporary changes to normal road operations.

Important Conditions

  • You must have a MyCity profile to apply, track your application, and view issued permits. Register here if you don't have one.
  • Applications must be submitted at least 5 working days before event begins, and processing typically takes 5 working days but may take longer if the application is incomplete.
  • All fields marked with * are mandatory and must be completed before submission.
  • The applicant must be the organizer of the event that requires the use of a City Road Right of Way.

What You’ll Need to Submit for Your Application

  • Certificate of Insurance: Submit insurance for both the applicant and, if applicable, the subcontractor(s) that meet the requirements of Traffic Bylaw #5600.
  • Traffic Control Plan: Prepared by a qualified Traffic Control Person or engineer, following the Traffic Control Manual for Work on Roadways and all applicable WorkSafeBC regulations. The City may require the plan to be signed and sealed by a professional engineer. All Traffic Control Plans must follow the hierarchy of controls outlined by WorkSafeBC.
  • Prime Contractor Form: A prime contractor is required when a workplace, construction or not, has multiple employers whose work overlaps or creates shared safety hazards.   • WorkSafeBC Notice of Project: Required before event begins if your event meets the criteria for a Notice of Project under WorkSafeBC regulations. For complete requirements and submission details, please refer to the WorkSafeBC website.
