Road Usage Permit Application Portal

Important Conditions

You must have a MyCity profile to apply, track your application, and view issued permits. Register here if you don't have one.
Applications must be submitted at least 5 working days before work begins, and processing typically takes 5 working days but may take longer if the application is incomplete.
All fields marked with * are mandatory and must be completed before submission.
The applicant must be the entity performing the work or activity within the City right-of-way (e.g., the contractor, subcontractor, or company completing the work) and cannot be a third party hiring someone else to do the work.

What You’ll Need to Submit for Your Application

Certificate of Insurance: Submit insurance for both the applicant and, if applicable, the subcontractor(s) that meet the requirements of Traffic Bylaw #5600.
Traffic Control Plan: Prepared by a qualified Traffic Control Person or engineer, following the Traffic Control Manual for Work on Roadways and all applicable WorkSafeBC regulations. The City may require the plan to be signed and sealed by a professional engineer. All Traffic Control Plans must follow the hierarchy of controls outlined by WorkSafeBC.
Prime Contractor Form: Required if two or more employers (companies) work on the same site. The Designation of Prime Contractor form can be found HERE. For full details, please refer to the WorkSafeBC website.
WorkSafeBC Notice of Project: Required before work begins if your project meets the criteria for a Notice of Project under WorkSafeBC regulations. For complete requirements and submission details, please refer to the WorkSafeBC website.
